David has worked in technology policy for more than a decade as a journalist, advocate and communications professional. Based in 463’s Washington, D.C. office, David works with a wide range of clients on strategy, message development and media outreach.

David’s communications practice lies at the intersection between government relations and traditional PR. He works closely with clients to develop data-driven messages; leveraging new and traditional media to make those messages resonate. David also helps clients to cultivate allies and relationships that can tip the balance in winning policy debates and achieving organizational objectives. His writing on behalf of clients has ranged from op-eds and bylined articles in top-tier publications, to policy papers, congressional testimony and official comments before government agencies.

Prior to joining 463, David was Director of Communications for the Center for Democracy & Technology, a leading advocacy organization for Internet freedom and online civil liberties. In addition to directing media efforts for the organization, David also led policy development in the area of Internet governance, an issue on which he is recognized as a national expert. Before that, David covered technology policy as a reporter for Washingtonpost.com, writing for both the online and print editions of the newspaper. In his work covering Congress, the White House and the courts, David wrote on virtually every major technology policy issue of the past decade. At Washingtonpost.com, David broke national stories on file sharing, cyber-attacks, privacy and Internet governance. He has appeared on CNBC, ABC News, CSPAN, NPR and in dozens of other radio and television outlets.

In his free time David likes to write, run in road races and teach yoga. He is also very good at cribbage. David lives in Alexandria, VA with his wife Carrie and elderly pug Daisy.
